If gaps are identified, candidate will be awarded Statement of Attainment for those units for which RPL has been granted.  Those not gaining full RPL are invited to reapply at a later date. Australian Academy of Trade & Technology Entry Criteria:

Candidates must be able to:

  1. prove they are over 18 years old,
  2. provide evidence a minimum of 3 years recent work in the Painting and Decorating Sector,
  3. have access to a work environment,
  4. obtain written permission from employers that:
  • They can undertake the RPL process,
  • use workplace documentation and clients, client information and third-party reports,
  1. demonstrate their ability to be assessed through an assessment only pathway.

Furthermore, candidates must confirm that they understand that:

Not all electives are packaged within this strategy and for candidates who desire to undertake alternate electives; Australian Academy of Trade & Technology must determine if we have the personnel to conduct the assessment process and the kit will need to be adjusted accordingly. The evaluation will require 2-3 days to complete. Approved adjustments will take approximately 10 -14 working days after the evaluation.

Validation Processes

Validation

Validation is a quality review process. It involves checking that assessment tools produce valid, sufficient, current and authentic evidence to enable reasonable judgements to be made as to whether the requirements of the relevant aspects of the Training Package can be met. It includes reviewing and making recommendations for future improvements to the assessment tool, process and/or outcomes. This process is normally conducted prior to the use of a resource.

Moderation

Moderation is the process of bringing assessment judgements and standards into alignment. It is a process that ensures the same standards are applied to all assessment results within the same Unit(s) of Competency. It is an active process in the sense that adjustments to assessor judgements are made to overcome differences in the difficulty of
the tool and/or the severity of judgements. This process is normally conducted after the use of a resource.
The validation process also includes activities that focus on providing opportunities for trainers/assessors to check, confirm and discuss their interpretation of the standards, the evidence requirements and the basis on which they make assessment decisions.
The CEO will convene an assessment validation meeting to be held prior to the issuance of the assessment resource for the first time. This meeting will confirm that the assessment resources are suited for the application on that site and that any necessary adjustment is undertaken prior to release for use. Approval for release will be made by staff of the RTO authorised to approve the resources, this will include at least an assessor, compliance staff.
Each training/assessment product will be externally moderated at least once every five (5) years, with at least 50% of products validated within the first three years of each five-year cycle, considering the relative risks of all of the training products on the RTO’s scope of registration, including those risks identified by the VET Regulator. The external moderation team will consist of The CEO and trainer/assessor for the unit of competency and a trainer assessor from an alternate qualification.

The assessment validation process will comprise of:

A systematic process of the RTO’s assessment practices and judgements that is undertaken by one (1) or more persons who are not directly involved in the instance of delivery and assessment of the training product being validated, and who collectively have:
a) vocational competencies and current industry skills relevant to the assessment being validated;
b) current knowledge and skills in vocational teaching and learning; and
c) the training and assessment qualification or assessor skill set referred to in Item 1 or 3 of Schedule 1 (Standards for registered Training Organisations 2015). Industry experts will be involved in validation to ensure there is the combination of expertise set out in (a) to (c) above.

  • vocational competencies and current industry skills relevant to the assessment being validated;
  • current knowledge and skills in vocational teaching and learning; and
  • the training and assessment qualification or assessor skill set referred to in Item 1 or 3 of Schedule 1 (Standards for registered Training Organisations 2015). Industry experts will be involved in validation to ensure there is the combination of expertise set out in (a) to (c) above.
  • A review of the Assessment guidelines from the Training Package; a review of the assessment resources; a review of feedback forms from stakeholders; and any other relevant documentation;

    • vocational competencies and current industry skills relevant to the assessment being validated;
    • current knowledge and skills in vocational teaching and learning; and
    • the training and assessment qualification or assessor skill set referred to in Item 1 or 3 of Schedule 1 (Standards for registered Training Organisations 2015). Industry experts will be involved in validation to ensure there is the combination of expertise set out in (a) to (c) above.
  • A review of the Assessment guidelines from the Training Package, a review of the assessment resources, a review of feedback forms from stakeholders and any other relevant documentation.
  • A review of at least 20% of all products during the preceding 12 months, and examined and commented on for:
    • Adhering to the principles of assessment and rules of evidence.
    • Alignment to the training package;
    • Effectiveness of the process.
    • A review of the assessment tasks, comparing them against the requirements of the Training Package, ensuring that any mapping document is accurate and maintained;
    • Ensuring that all tasks are representative of real or simulated workplace requirements and are assessed to a standard as required by the Training Package;
    • As part of the moderation process, samples of past assessment situations and past RPL decisions will be reviewed to confirm that the accepted industry standard has been achieved; and
    • All changes to resources will be recorded in the minutes of management meetings and new resources will be drafted and circulated to all relevant staff. The revised resources will be subject to the Version Control policy.

  • the training and assessment qualification or assessor skill set referred to in Item 1 or 3 of Schedule 1 (Standards for registered Training Organisations 2015). Industry experts will be involved in validation to ensure there is the combination of expertise set out in (a) to (c) above.
  • A review of the Assessment guidelines from the Training Package; a review of the assessment resources; a review of feedback forms from stakeholders; and any other relevant documentation;

External assessment moderation meetings are to be held on the development of new assessment resources to confirm that the resources meet the requirements of the Training Package and prior to the internal assessment process to determine that they are ready to be released for use or during December as per the Validation Schedule or as required by specific feedback causing a special moderation such as negative feedback.

Issues that arise with any assessment resources will be tabled at the next management meeting; this must be before any application, otherwise an extra ordinary meeting will be convened to raise and address the issues of concern with the resources. Feedback will be gathered from participants at the completion each assessment.

Validation Panel

Australian Academy of Trade & Technology will choose validators who are independent of delivery and assessment of the training product being validated and the assessment judgements being considered to maintain professional distance and integrity.
People involved in validation must have:

  • appropriate vocational competencies
  • current industry skills and knowledge
  • an appropriate training and assessment qualification or assessor skill set, and
  • current knowledge and skills in vocational teaching and learning.

Validation may be undertaken through a ‘team’ approach where, collectively, team members hold the required qualifications, skills and knowledge. Trainers and assessors can be involved in validation activities, if they are not directly involved in deciding the validation outcome for their assessment decisions.

Credit Transfer And RPL

  • AATT recognises the AQF Qualifications and Statement of Attainments issued by any other Registered Training Organisation
  • Learners can demonstrate competency through formal, non-formal and informal learning. Learners are encouraged to apply for RPL prior to or immediately after formal enrolment but prior to the facilitated delivery of units to ensure that they do not miss any class/workshop opportunities

RPL Application Fees

RPL Applications are assessed at $120 per hour with a maximum of $360 per unit, thus a 15 unit RPL application maximum cost to assess would be $360 x 15 = $3,600.00

As stated before, we do not offer a refund for any payments made, except as noted above.

In cases of extreme hardship application in writing can be made to the CEO to vary these terms.

Entry Requirements

To commence this skills recognition program, participants must be:

  • Over the age of 18 years
  • Have worked in the Painting and Decorating industry for at least three (3) years.
  • currently working in the Painting and Decorating industry and have access to work sites to allow a demonstration of skills and knowledge as required for the units within this strategy.

Delivery period

This strategy is an assessment only process although is expected that applicants will be subjected to challenge tests in conjunction with the evidence gathering process for RPL for some or all units of competency.

Target Client Group

The program is targeted specifically to applicants who desire to be qualified for CPC30620 Certificate III in Painting and Decorating.
Recognition of Prior Learning (RPL) is an assessment process which determines the existing skills and knowledge of an individual against the outcomes of a Unit of Competency (UOC) or Qualification as determined by the Australian Qualifications Framework and published in a National Training Package.
The RPL pathway is appropriate for candidates who have previously attained skills and knowledge and who, when enrolling in qualifications, seek to shorten the duration of their training and either continue or commence working with the qualification. This will include the following groups of people:

  • existing workers;
  • individuals with overseas qualifications; and
  • migrants with established work histories with overseas qualifications.

Irrelevant of the participant’s personal circumstances, including those mentioned above, the participant will be required to demonstrate that they have a current set of skills and knowledge the shows that they meet the requirements of the training package.
All applicants will need, as part of the enrolment process, to demonstrate:

  • Their age and identity, by the recognised 100-point ID check;
  • Their having worked in the Painting and Decorating industry for at least three (3) continuous years; this is typically demonstrated through a CV or Resume, (Participants should be warned that Administration will verify this at enrolment and that the Assessor will further verify this through the RPL process); and
  • Are currently working in the Painting and Decorating industry, this again should be demonstrated through the production of current work records, (again, Participants should be warned that Administration will verify this at enrolment and that the Assessor will further verify this through the RPL process).

The development of this strategy has been in consultation with Industry advisors to respond to a need that has developed for additional employment vacancies for Painting and Decorating industry.
Depending on the setting, workers will work under direct supervision or work autonomously. Applicants will also be required to possess a moderate level of English language.

Student Support Structures

A range of support strategies will be utilised based on best practice grounded in educational/psychological theories. These strategies include, but are not limited to:

  • Pre-enrolment materials;
  • Language, literacy and numeracy (LLN) programs or referrals to these programs;
  • Mediation services or referrals to these services;
  • Flexible scheduling and delivery of assessment;
  • Counselling services or referrals to these services;
  • Information and communications technology (ICT) support; and
  • Assessment programs contextualised to the workplace.

The allocated assessor for this service is an applicant’s constant point of contact. It is suggested that each individual case will develop personal or technological methods for support services. It is anticipated that this service will require an assessor to visit and applicant’s workplace on occasion or even many occasions.

Assessment arrangements

Organisation
The applicant/s will be required to demonstrate competency in the 29 Units of Competency (UOC) to be eligible to achieve competency.
A potential participant will be provided with a course information brochure and a booklet titled “Step 1: RPL Application Form/Pack” to assist in their preparation and decision as to whether to commence the program, and if so, they will be required to complete the necessary enrolment/application forms provided in the RPL Kit. The format for all assessments will be self-assessment, Competency Conversation and Challenge testing.
All participants will undergo an initial program induction process where the assessment program, its contents and RPL processes will be explained to them.
In the case of an applicant where there is an identified language and/or literacy need, the method of assessments will be reviewed and reasonably adjusted following discussions with relevant persons, including the applicant, to best accommodate the participant so that they can maximise their opportunities of demonstrating competence. See “Reasonable Adjustment”, below.
Participants who successfully complete all the assessment criteria will be issued with a Certificate for CPC30620 Certificate III in Painting and Decorating. Exit points will be available at each successful UOC and will be recorded by the issue of a Statement of Attainment.
Location
The program will be assessed by Australian Academy of Trade & Technology at their Melbourne office, or in the applicant’s workplace or a suitably negotiated site as required.
Reasonable Adjustment
An adjustment is any measure or action that a participant requires because of their personal barrier, and which has the effect of assisting the participant to access and participate in education and training on the same basis as participants without a personal barrier. An adjustment is reasonable if it achieves this purpose while taking into account factors such as the nature of the participant’s barrier, the views of the participant, the potential effect of the adjustment on the participant and others who might be affected, and the costs and benefits of making the adjustment.
Australian Academy of Trade & Technology is also entitled to maintain the academic integrity of an assessment process and to consider the requirements or components that are inherent or essential to its nature when assessing whether an adjustment is reasonable. There will be more than one adjustment that is reasonable in a given set of circumstances; Australian Academy of Trade & Technology will make adjustments that are reasonable and that do not cause the RTO unjustifiable hardship.

Assessors will need to be conscious of the learning needs of participants and must be prepared to determine the most appropriate assessment methods to suit the special needs of the participants, whilst maintaining the integrity and compliance to the requirements of the training package.

Gap Training

As an assessment process, RPL is designed to identify areas of competence and to recognise if an applicant has gaps in skills and knowledge against a UOC or the complete qualification. Not all applicants will have skill/knowledge gaps.
If an applicant has skills gaps, a pathway to complete training in the outstanding parts can be advised to assist the applicant to gain the full qualification. The advice provided will indicate the most appropriate method to fill the skills gap – research, training, or additional practice. Australian Academy of Trade & Technology will not provide Gap Training.

Qualification packaging Arrangements

This Qualification requires the achievement of 29 units of competency in accordance with the following rules:

  • 26 core units of competency; plus
  • 3 elective units of competency

Assessment Methodology

The Recognition of Prior Learning (RPL) Assessment Kit is divided into sections to permit easy access to only the sections that will be required at any given time for any applicant as determined by the Assessor. These sections are:

Step 1: The Application process and RPL Application Form:

  • Preliminary discussion with your trainer/assessor and RTO regarding the RPL process, fees and exploration of suitable courses.

Step 2: Completing the RPL Self-Assessment Information Kit:

  • Self-evaluation of applicant’s skills, knowledge and experience to your chosen vocational area.

Step 1 and Step 2 (completed by the applicant) provides the assessor with valid information that the applicant has achieved skills and knowledge to proceed further with the application. A lack of valid information will result in a conclusion to the process. It advises applicants about the assessment process as well as containing required forms for the applicant to complete. From the information provided by the applicant on these forms, it will develop a portfolio of evidence to permit an assessor to gain a general understanding of the skills and experience the applicant has, as well as referee contacts.

Step 3: RPL Competency Conversation Kit:

  • This is also known as ‘professional conversation’ or ‘learning conversation’.
  • The purpose of the competency conversation is to gain a detailed insight into the applicant’s relevant skills, knowledge, and experience.

Step 4: RPL Demonstration and Observation Kit:

  • A list of projects and tasks are provided to applicant to perform to demonstrate their relevant skills, knowledge and experience.

Step 5: Third-Party Evidence Kit:

  • Confirmation and authentication step where the information provided in step 3 and 4 will be used as a basis for verification with your supervisor (past and/or present).

Step 6: Finalisation of RPL Process:

  • This involves all the processes the assessor and Registered Training Organisation (RTO) undertake to finalise the RPL assessment process for the candidate. The advice provided from these services by email updates can, when necessary, facilitate the commencement of a change process for the qualification and the respective units of competency that could be affected by a replacement or modification to the packaging and/or content and therefore the subsequent appropriate delivery and assessment arrangements.
Attendees to the regular management review meetings will discuss the changes made and formulate an action plan on the implementation of any required adjustments.
The action plan and its implementation of any adjustments will be reviewed at each management review meeting until the new changes have been implemented successfully.
A transition to a new Training Package must be complete within 12 months the date of endorsement.
